Ghazini: No one in the eastern or western region wants to monitor the reconstruction funds that Belkacem Haftar receives

The chief Libyan analyst at the International Crisis Group, Claudia Gazzini, confirmed that it is clear that no one in the eastern or western regions wants to monitor the funds that will be transferred to the Derna Reconstruction Committee and other stricken cities after Hurricane Daniel, which are now under the control of Belkacem, the son of the American Khalifa Haftar.

Gazzini said in an interview with the Italian “Nova” agency that the heavy hand of Haftar and his sons in the eastern region makes the residents of Derna feel that they are completely far from the decision-making process regarding the future of their municipality, and this creates a feeling of dissatisfaction among them.

She continued by saying, “Everything related to Derna is decided by Abdel Basset Bugris (commander of the military region in Derna) or Belkacem Haftar, who currently sits at the wheel of Libyan development and the Reconstruction Fund in the Eastern Region.”

She pointed out that with the formation of the Reconstruction Fund, which is led by one of Haftar’s sons, it has become clear that there is an agreement to transfer money from Tripoli to the east without there being any special objections to this matter, even though the United Nations wanted to establish a partnership between the governments of the east and west to monitor how Using this money, but they seem to think it won’t do them any good at this point.

It also stated that the authorities of eastern Libya are currently resorting to implementing projects dating back to the period of the Jamahiriya regime, which Dr. Saif al-Islam Gaddafi intended to implement within the “Libya of Tomorrow” projects, especially those expected to build about two thousand housing units “near Derna, which can house about 10,000 people.” By the end of the year.

But Ghazini warned that these actions, which date back to the period before the February catastrophe, are in fact nothing more than a facade by the authorities of eastern Libya today, to hide the failure of these authorities to deal with the destruction that befell the historical center of Derna, and how to deal with it because it requires comprehensive studies before restoring it.

Ghazzini criticized the failure to open any international investigation into the collapse of the Derna dams and the disaster they caused, saying, “So far, no international expert in the field of dams has been able to make a field visit to the site of the collapse of the Derna dams, and I believe that we need a field visit from international engineers, so that Complete the reconstruction of the affected areas, otherwise we will face the risk of repeating the disaster again,” warning that the lack of international studies on dams in Libya could greatly affect the reconstruction process.

She added, “There are real concerns about the ongoing criminal proceedings regarding the 15 people who were charged over the Derna disaster.

These may be quick trials that only lead to political convictions to create a scapegoat and direct resentment towards some figures rather than others, especially since there is no member of the government.” Eastern Libya is being tried.”
She went on to say, “It is strange that there is no accountability for a person like Ali Al-Hibri, the former deputy governor of the Central Bank of Libya, especially since he was managing the so-called Derna Reconstruction Fund.”
