Political analyst: Evacuating Tripoli from militias is not feasible in light of the spread of 29 million weapons

Political analyst, Ibrahim Lasfeir, conditioned the militias’ exit from the capital, Tripoli, on the state’s monopoly on force, noting that it is one of the factors associated with the presence of a unified executive authority, while Libya is currently living in a state of non-state.

Lasfeir added, in statements to the Independent Arabia newspaper, that Interior Minister Dabaiba made a mistake when he used the word “removing them from the capital” because they were not foreign elements, noting that these militias participated in defeating the armed operations that targeted the capital, the most recent of which was the military attack on Tripoli. He pointed out that in light of the spread of 29 million weapons in the country, the decision to evacuate Tripoli of militias is not applicable, stressing that the process of dealing with this file requires Libya’s involvement in the “DDR” program known as disarmament, demobilization and reintegration, which is usually supervised by peacekeeping forces. He pointed out that there are cases similar to the Libyan situation in many countries such as South Africa, Rwanda, Lebanon, Argentina and other countries whose expertise and experiences can be benefited from and applied to the Libyan situation.

He concluded by saying that the disarmament process is followed by the demobilization phase, which must be linked to reintegration by providing jobs for members of these armed groups within security or civil institutions so that Libya does not become a primary source for exporting mercenaries to neighboring countries.
